Illinois has the 5th highest number of English Language Learners in our Country. As you can see by the map on the right, the majority of these students live in Cook and the Collar Counties.
In addition to having to learn English, many of these students and School Districts have significantly above average concentrations of low-income students and students living in families that have household incomes below the federal poverty line.
We need to ensure that these students and School Districts are represented in the education funding conversations.
